At the same time, hard work would instill industrious habits and the 'correct' values in offenders (Chunn 1981,14). One of the controversies which surrounded the building of the Kingston penitentiary was the opposition of the tradesmen in the Kingston area, in what Palmer (1980,9) has identified as one of the first organized efforts of Canadian working people.
The two commissioners had been provided with a sketch of the Auburn model, to be used for the construction of the Kingston penitentiary, by William Powers, the deputy warden at the Auburn, New York prison, who was subsequently retained to supervise the construction of the Kingston prison. In making this recommendation, Thomson and Macaulay had been influenced by the writings of John Howard in The State of the Prisons in England and Wales (1777) and by the Boston Prison Discipline Society. Howard had lauded the benefits of the separate confinement of prisoners at night and a highly structured work routine during the day.
